QA and QC are different, but buyers need both

The American Society for Quality describes quality assurance as activities that provide confidence that quality requirements will be fulfilled, while quality control focuses on fulfilling those requirements through operational checks. In trade terms, QA is the system that makes a good shipment more likely; QC is the evidence that a specific shipment meets the agreed requirements.

This distinction matters because many disputes start with unclear responsibility. The buyer may assume that an approved sample guarantees mass production quality. The factory may assume that passing a basic inspection means the order is acceptable, even if packaging, labeling or documentation is wrong. A useful QA/QC plan assigns responsibility for each control point before the purchase order is confirmed.

Start QA before the purchase order is released

The most valuable quality work often happens before production begins. In import/export transactions, the buyer and supplier should define requirements in a form that can be checked objectively. Good quality is not a specification. A workable requirement states material, dimensions, tolerance, finish, color reference, function, labeling, packaging, regulatory needs and acceptable defect limits.

Turn product expectations into measurable requirements

A specification should answer three questions: what must the product do, how will conformity be checked, and what evidence will be accepted? Confirm supplier capability before scaling production

In international trade, product quality and document quality are closely connected. A shipment can pass visual inspection and still be delayed or rejected if certificates, labeling, packing lists or declarations do not match the order, destination rules or customs expectations. Good documentation also reduces disagreement after delivery.
